Is there any arrangement in the Adult Use of Marijuana Act that states that the state licenses can't be issued where the activity would disregard a local mandate.

According to Adult Use of Marijuana Act if a jurisdiction has no law directing non-medical
marijuana organizations, then the nearby administrative plan is noiseless on that sort of action, and the
state can singularly issue a permit under terms completely consistent with the Adult Use of Marijuana
Act. Urban areas may receive a statute explicitly prohibiting or managing such operations after the state
starts to issue licenses, however it will be hard to end the express licensee's operations until the state
permit is up for reestablishment. The best practice is to receive a mandate before the state starts issuing
state licenses.
