In case an individual is arrested under export control charges, what is required to be proved?

In such case the government have to prove that the said individual has exported something that
shouldn’t have been sent outside of the United States, either because it’s illegal to send in general (like
narcotics), because it requires a license to be sent out of the country (like some weapons)or because
something was sent to a country our government does not allow trade with (like North Korea).
