If there are only contract employees do the employer have to display the federal workplace posters?

Under some federal laws, owners and/or contract employees are counted as employees. If you are
likely to be considered a joint employer of your contract employees, use the U.S. Department of
Labor's Poster Advisor, and count the contract employees as employees to see which posters you have
to post.
