Can urban communities be certain that a lenient zoning code, gives adequate protection against non-medical marijuana organizations setting up shop without local approval?

No. It is impossible that cities will prevail with regards to arguments that non-medical marijuana
land utilization are disallowed by zoning codes under Adult Use of Marijuana Act, in light of the fact
that Adult Use of Marijuana Act does not contain an indistinguishable defensive dialect from the
MMRSA for permissive zoning. Urban areas that desire to boycott all or some non-medical marijuana
exercises has to adopt express prohibitions, regardless of the possibility that they work under a lenient
zoning code.
