Authority to accept a petition rests solely with the U.S. Citizenship and Immigration Services
(USCIS). Petitions must be filed in the petitioner's place of residence. If the petitioner resides in
the United States, the petitioner must file at the USCIS office that has jurisdiction over his or her
place of residence. If a petitioner resides in India, he or she should contact the U.S. Citizenship and
Immigration Services office at the U.S. Embassy in New Delhi.
